Project description
The use of hydrogen - directly or as waste heat from the electrolysis process - can make an important contribution to decarbonizing the heating sector. Until now, however, there has been hardly any legal framework or incentives for "hydrogen in the heating sector". This has changed in German law with the entry into force of the amended Building Energy Act (GEG) and the new Heat Planning Act (WPG) on January 1, 2024. The final trilogues of the Fit for 55 package are also currently setting the course in European law. Since the beginning of 2024, comprehensive legal framework conditions have been in place for the first time in both national and European law, which will form the guard rails for the use of hydrogen in the heating sector in the coming years. As part of the research project, these regulations will be examined and, in particular, legal issues requiring interpretation will be analyzed.
The project is funded by the Gesellschaft für Energie und Klimaschutz Schleswig-Holstein GmbH.
