Project description

In the heating sector, acceptance-enhancing investment opportunities or economic participation formats for citizens and heat consumers are hardly widespread. Community heat supply projects, such as associations of local private individuals, municipalities, municipal companies and local SMEs, are the exception rather than the rule. At the same time, the willingness of heat consumers to connect is a key prerequisite for the decarbonization of the heating sector, as a high connection rate improves the economic efficiency of the construction and expansion of heating networks.

As heat consumers cannot easily be obliged to connect to a heating network and compulsory obligations often meet with great resistance, the project is investigating incentives for voluntary connection. In particular, the question of whether - and if so, in what form - such mergers or participation formats (so-called renewable heat supply communities - EWVG) are legally possible and economically feasible will be investigated.
